The Federal Road Safety Corps (FRSC) has warned that the issuance of the National Identification Number (NIN) is compulsory for all categories of vehicle registration.
In a statement issued on Saturday, the Corps Public Education Officer, Bisi Kazeem, said the move, which is in total compliance with the presidential directives, would commence from the second quarter of the year.
"Beginning from the second quarter of this year (2021), if you want to register your vehicle, it is going to be compulsory for you to provide your NIN. This is part of the security checks," FRSC Corps Marshal, Dr Boboye Oyeyemi was quoted as saying.
"So, once you provide your NIN, it makes the matter easier and helps the government in national planning, critical decision making and also enhance adequate intelligence gathering for the security of lives and properties."
The FRSC had mandated all applicants of the national driver's license in the country to present their NIN before they could be captured for any class of the licences produced by them.
Earlier, the Nigerian Communication Commission (NCC) ordered telecommunications companies to deactivate telephone lines of subscribers, who failed to link their phones to their NIN.

To date, not a single case of Covid-19 infection is reported in our schools. Therefore, regardless of any review that may take place in some quarters, Bauchi State Ministry of Education is determined to reopen schools in the state on January 18th, unfailingly, as earlier decided by the State Executive Council.
The 2020/2021 school calendar starts that day. Unless we stand resolute on our school plan for the year, the session will be mutilated by fear of Covid-19 as was 2019/2020.
Parents, teachers, students and other stakeholders to please take note.
We will avoid Covid-19 with its familiar protocol: Face masks, social distance, sanitation and testing in schools as it is elsewhere—not with further closures—except under a resoundingly imminent emergency.

The National Examinations Council (NECO) has released the internal Senior Secondary School Examination (SSCE) results with a two per cent increase of candidates who made five credits and above in all subjects.
The Council also derecognised 12 schools for their involvement in mass cheating and whole school cases of malpractice.
The Registrar, Professor Godswill Obioma, announced these at the NECO Headquarters in Minna.
He said the schools derecignised include four schools in Adamawa, two in kaduna, two in Kastina, Two in Niger, one in Taraba and one in FCT.
He said that 24 supervisors were blacklisted for various offences ranging from poor supervision, aiding and abetting, connivance with non candidates to write answers on chalkboards.

Peace be upon us and upon the righteous servants of Allah. I testify there is no God but Allah, and I testify Muhammad is His servant and His messenger."* The statements of need are, *"All praise is due to Allah. We praise him, we seek His help, we seek His forgiveness, and we seek refuge in Allah from the evil within ourselves and our evil deeds. Whoever Allah guides, there is none to misguide him. Whoever Allah leads astray, there is none to guide him. I testify there is no God but Allah alone, without any partners, and that Muhammad is His servant and His messenger."* Then he would add to his statement with three verses from the Book of Allah, *"O you who have faith, fear Allah as it is His right to be feared and do not die unless you are Muslims," (3:102) and, "Fear Allah, from whom you ask each other, and in your family ties, for Allah is ever watchful over you," (4:1) and, "Fear Allah and speak words as befitting. 07060714545 telling me he was doing some
registration online and he mistakenly put my
number on what he was registering, that my
number is similar to his number and that the
password of what he was registering was sent
to my phone which I actually saw as 6310.
He was now appealing to me to give him the
reset code that was sent to my phone so that
he could finish his registration. I told him to
call me with the number he claimed was
similar to mine so that I could verify his
claim, he told me he didn't have credit in that
line.
I got online to find out more, only to discover
he was actually trying to reset my bank
online/yahoomail password and that he is a
fraudster, an account hacker and also a 419er.
If I had given him the code which was sent to
my phone, he would have used it to reset my
bank online/mobile app account.
Please let us be careful and vigilant.
Fraudsters are devising new ways every day.
This is a new way of defrauding people...

*CHILD TRAFFICKING KINGPIN NABBED AS GOMBE POLICE COMMAND RETURNS UNCLAIMED CHILDREN TO ANAMBRA*
It will be recalled that on 22/10/2019 following an intelligence report, Police operatives attached to the Anambra State Police Command arrested three female suspects at Nkpor Market/Tarzan Junction in Idemili North LGA of Anambra State, with three children suspected to have been stolen.
2.Investigations revealed that the children were stolen from Gombe State by one Hauwa Usman 'f" on the 20/10/2019 and brought to her accomplices in Anambra State. Following the Public announcement by the Command on the 27/10/2019, parents of the two kids from Gombe State came to Awka and identified their children.
3. Consequently,the children have since reunited with their parents and suspects were handed over to the Gombe State Police Command for discreet investigation and prosecution.
4.Furthermore,upon interrogation by the police in Gombe State, suspects voluntarily confessed that they usually steal the children and bring to their sponsor, one Mrs Nkechi Odinye, here in Anambra State, who buys each child at the rate of between two hundred and four hundred thousand naira (#200 to 400,000), depending on their age bracket and gender.
5.Following voluntary confession by the suspects and while acting on a tip off,Police detectives attached to 3-3 Division, in Collaboration with Operatives attached to the Command's Special Anti-Cult Section (SPACS), stormed the hideout of the principal suspect, one Mrs Nkechi Odinye, 'f', aged 55 years, and effected her arrest at Obosi in Idemili North Local Government Area of Anambra State.
6.The Suspect had hitherto evaded arrest for over three years by changing locations until her arrest.The team equally recovered sixteen other children of various age brackets,comprising ten boys and six girls, reasonably suspected to have been stolen from different parts of the country under her custody.
7.Both the suspect and the found children were handed over to the Gombe State Police Command where four of the children were identified and reunited with their biological parents after exhaustive investigation and forensic analysis, including DNA tests. Also one of them was handed over to the parents in Asaba, Delta State.
8.However,on the 18/1/2021 the Gombe State Police Command returned eleven unclaimed children comprising Seven (7) boys and four (4) girls, back to the Anambra State Command where the children were originally found.They were subsequently handed over to the Anambra State Ministry for Social Welfare, Women's and Children's Affairs, for safe keeping until their biological parents emerge.
9.Meanwhile,the Command now has a total number of 18 unclaimed children rescued from suspected child traffickers.
10.In view of the foregoing, members of the public are kindly requested by the Commissioner of Police *CP John B Abang, fdc, to disseminate this message through their mediums to enable the biological parents or close relatives identify these children whose photographs appear hereunder to claim them.
11.Anyone with useful information about the found children should report at Area Command Onitsha, 3-3 Divisional Police Station, Nkwelle Ezunaka, or contact the PPRO, Anambra State Police Command, through GSM no 08060970639, please.

Chief Justice Roberts, Vice-President Harris, Speaker Pelosi, Leader Schumer, Leader McConnell, Vice-President Pence. My distinguished guests, my fellow Americans.
This is America's day. This is democracy's day. A day of history and hope, of renewal and resolve. Through a crucible for the ages, America has been tested a new and America has risen to the challenge. Today we celebrate the triumph not of a candidate but of a cause, a cause of democracy. The people – the will of the people – has been heard, and the will of the people has been heeded.
We've learned again that democracy is precious, democracy is fragile and, at this hour my friends, democracy has prevailed. So now on this hallowed ground where just a few days ago violence sought to shake the Capitol's very foundations, we come together as one nation under God – indivisible – to carry out the peaceful transfer of power as we have for more than two centuries.
As we look ahead in our uniquely American way, restless, bold, optimistic, and set our sights on a nation we know we can be and must be, I thank my predecessors of both parties. I thank them from the bottom of my heart. And I know the resilience of our Constitution and the strength, the strength of our nation, as does President Carter, who I spoke with last night who cannot be with us today, but who we salute for his lifetime of service.
I've just taken a sacred oath each of those patriots have taken. The oath first sworn by George Washington. But the American story depends not on any one of us, not on some of us, but on all of us. On we the people who seek a more perfect union. This is a great nation, we are good people. And over the centuries through storm and strife in peace and in war we've come so far. But we still have far to go.
We'll press forward with speed and urgency for we have much to do in this winter of peril and significant possibility.
Much to do, much to heal, much to restore, much to build and much to gain. Few people in our nation's history have been more challenged or found a time more challenging or difficult than the time we're in now. A once in a century virus that silently stalks the country has taken as many lives in one year as in all of World War Two.
Millions of jobs have been lost. Hundreds of thousands of businesses closed. A cry for racial justice, some 400 years in the making, moves us. The dream of justice for all will be deferred no longer. A cry for survival comes from the planet itself, a cry that can't be any more desperate or any more clear now. The rise of political extremism, white supremacy, domestic terrorism, that we must confront and we will defeat.
To overcome these challenges, to restore the soul and secure the future of America, requires so much more than words. It requires the most elusive of all things in a democracy – unity. Unity. In another January on New Year's Day in 1863, Abraham Lincoln signed the Emancipation Proclamation. When he put pen to paper the president said, and I quote, 'if my name ever goes down in history, it'll be for this act, and my whole soul is in it'.
My whole soul is in it today, on this January day. My whole soul is in this. Bringing America together, uniting our people, uniting our nation. And I ask every American to join me in this cause. Uniting to fight the foes we face – anger, resentment and hatred. Extremism, lawlessness, violence, disease, joblessness, and hopelessness.
With unity, we can do great things, important things. We can right wrongs, we can put people to work in good jobs, we can teach our children in safe schools. We can overcome the deadly virus, we can rebuild work, we can rebuild the middle class and make work secure, we can secure racial justice and we can make America once again the leading force for good in the world.
I know speaking of unity can sound to some like a foolish fantasy these days. I know the forces that divide us are deep and they are real. But I also know they are not new. Our history has been a constant struggle between the American ideal, that we are all created equal, and the harsh ugly reality that racism, nativism and fear have torn us apart. The battle is perennial and victory is never secure.
Through civil war, the Great Depression, World War, 9/11, through struggle, sacrifice, and setback, our better angels have always prevailed. In each of our moments, enough of us have come together to carry all of us forward and we can do that now. History, faith and reason show the way. The way of unity.
We can see each other not as adversaries but as neighbours. We can treat each other with dignity and respect. We can join forces, stop the shouting and lower the temperature. For without unity there is no peace, only bitterness and fury, no progress, only exhausting outrage. No nation, only a state of chaos. This is our historic moment of crisis and challenge. And unity is the path forward. And we must meet this moment as the United States of America.
If we do that, I guarantee we will not fail. We have never, ever, ever, ever failed in America when we've acted together. And so today at this time in this place, let's start afresh, all of us. Let's begin to listen to one another again, hear one another, see one another. Show respect to one another. Politics doesn't have to be a raging fire destroying everything in its path. Every disagreement doesn't have to be a cause for total war and we must reject the culture in which facts themselves are manipulated and even manufactured.
My fellow Americans, we have to be different than this. We have to be better than this and I believe America is so much better than this. Just look around. Here we stand in the shadow of the Capitol dome. As mentioned earlier, completed in the shadow of the Civil War. When the union itself was literally hanging in the balance. We endure, we prevail. Here we stand, looking out on the great Mall, where Dr King spoke of his dream.
Here we stand, where 108 years ago at another inaugural, thousands of protesters tried to block brave women marching for the right to vote. And today we mark the swearing-in of the first woman elected to national office, Vice President Kamala Harris. Don't tell me things can change. Here we stand where heroes who gave the last full measure of devotion rest in eternal peace.
And here we stand just days after a riotous mob thought they could use violence to silence the will of the people, to stop the work of our democracy, to drive us from this sacred ground. It did not happen, it will never happen, not today, not tomorrow, not ever. Not ever. To all those who supported our campaign, I'm humbled by the faith you placed in us. To all those who did not support us, let me say this. Hear us out as we move forward. Take a measure of me and my heart.
If you still disagree, so be it. That's democracy. That's America. The right to dissent peacefully. And the guardrail of our democracy is perhaps our nation's greatest strength. If you hear me clearly, disagreement must not lead to disunion. And I pledge this to you. I will be a President for all Americans, all Americans. And I promise you I will fight for those who did not support me as for those who did.
Many centuries ago, St Augustine – the saint of my church – wrote that a people was a multitude defined by the common objects of their love.
Defined by the common objects of their love. What are the common objects we as Americans love, that define us as Americans? I think we know. Opportunity, security, liberty, dignity, respect, honour, and yes, the truth.
Recent weeks and months have taught us a painful lesson. There is truth and there are lies. Lies told for power and for profit. And each of us has a duty and a responsibility as citizens as Americans and especially as leaders. Leaders who are pledged to honour our Constitution to protect our nation. To defend the truth and defeat the lies.
Look, I understand that many of my fellow Americans view the future with fear and trepidation. I understand the worry about their jobs. I understand like their dad they lay in bed at night staring at the ceiling thinking: 'Can I keep my healthcare? Can I pay my mortgage?' Thinking about their families, about what comes next. I promise you, I get it. But the answer's not to turn inward. To retreat into competing factions. Distrusting those who don't look like you, or worship the way you do, who don't get their news from the same source as you do.
We must end this uncivil war that pits red against blue, rural versus urban, conservative versus liberal. We can do this if we open our souls instead of hardening our hearts if we show a little tolerance and humility, and if we're willing to stand in the other person's shoes, as my mom would say. Just for a moment, stand in their shoes.
Because here's the thing about life. There's no accounting for what fate will deal you. Some days you need a hand. There are other days when we're called to lend a hand. That's how it has to be, that's what we do for one another. And if we are that way our country will be stronger, more prosperous, more ready for the future. And we can still disagree.
My fellow Americans, in the work ahead of us we're going to need each other. We need all our strength to persevere through this dark winter. We're entering what may be the darkest and deadliest period of the virus. We must set aside politics and finally face this pandemic as one nation, one nation. And I promise this, as the Bible says, 'Weeping may endure for a night, joy cometh in the morning'. We will get through this together. Together.
Look, folks, all my colleagues I serve within the House and the Senate up here, we all understand the world is watching. Watching all of us today. So here's my message to those beyond our borders. America has been tested and we've come out stronger for it. We will repair our alliances, and engage with the world once again. Not to meet yesterday's challenges but today's and tomorrow's challenges. And we'll lead not merely by the example of our power but the power of our example.
Fellow Americans, moms, dads, sons, daughters, friends, neighbours and co-workers. We will honour them by becoming the people and the nation we can and should be. So I ask you let's say a silent prayer for those who lost their lives, those left behind and for our country. Amen.
Folks, it's a time of testing. We face an attack on our democracy, and on truth, a raging virus, a stinging inequity, systemic racism, a climate in crisis, America's role in the world. Any one of these would be enough to challenge us in profound ways. But the fact is we face them all at once, presenting this nation with one of the greatest responsibilities we've had. Now we're going to be tested. Are we going to step up?
It's time for boldness for there is so much to do. And this is certain, I promise you. We will be judged, you and I, by how we resolve these cascading crises of our era. We will rise to the occasion. Will we master this rare and difficult hour? Will we meet our obligations and pass along a new and better world for our children? I believe we must and I'm sure you do as well. I believe we will, and when we do, we'll write the next great chapter in the history of the United States of America. The American story.
A story that might sound like a song that means a lot to me, it's called American Anthem. And there's one verse that stands out at least for me and it goes like this: 'The work and prayers of the century have brought us to this day, which shall be our legacy, what will our children say? Let me know in my heart when my days are through, America, America, I gave my best to you.'
Let us add our own work and prayers to the unfolding story of our great nation. If we do this, then when our days are through, our children and our children's children will say of us: 'They gave their best, they did their duty, they healed a broken land.'
My fellow Americans I close the day where I began, with a sacred oath. Before God and all of you, I give you my word. I will always level with you. I will defend the Constitution, I'll defend our democracy. I'll defend America and I will give all – all of you – keep everything I do in your service. Thinking not of power but of possibilities. Not of personal interest but of the public good.
And together we will write an American story of hope, not fear. Of unity not division, of light, not darkness. A story of decency and dignity, love and healing, greatness and goodness. May this be the story that guides us. The story that inspires us. And the story that tells ages yet to come that we answered the call of history, we met the moment.
Democracy and hope, truth and justice, did not die on our watch but thrive.
America secured liberty at home and stood once again as a beacon to the world.
That is what we owe our forbearers, one another, and generations to follow.
So with purpose and resolve, we turn to those tasks of our time.
Sustained by faith, driven by conviction and devoted to one another and the country we love with all our hearts. May God bless America and God protect our troops.

THE Federal Executive Council on Wednesday approved the Harmonised Retirement Age for Teachers Bill, 2021.
The bill, among other recommendations, seeks to change the retirement age of teachers in the country from 60 to 65.
It also seeks to change the years of service for teachers from 35 to 40.
The approval was given at a meeting of the council presided over by the President, Major General Muhammadu Buhari (retd.).
Minister of Education, Adamu Adamu, briefed State House correspondents of the meeting's outcome.
With the approval, the Federal Government is set to send the bill to the National Assembly.
Other highlights of the bill, according to the minister, include the introduction of bursary award, special rural posting allowances and other measures to attract the best brains to the profession.
Adamu said, "This memo that was approved for education is a giant step towards what we set out to do towards the end of last year with the approval by Mr President of some special packages for teachers.
"So, at the meeting today (Wednesday), the council approved that the bill which would be called Harmonised Retirement Age for Teachers in Nigeria Bill, 2021would be sent to the National Assembly for enactment into law."
Meanwhile, the council approved N1.4bn for the upgrading of electricity facilities at the Calabar Free Trade Zone Area.
Minister of Industry Trade and Investment, Niyi Adebayo, disclosed this to journalists after the meeting.

Reacting to the FG's pronouncement in favour of teacher, the Nigeria Union of Teachers said the approval of the Harmonised Retirement Age for Teachers Bill, 2021 by the Federal Executive Council implied that 90 per cent of their requests had been met.
Speaking in an interview with The PUNCH, Secretary-General, NUT, Dr. Mike Ike-Ene, lauded the Federal Government for the feat and called on state and local governments not to give excuses during the implementation of the bill.
He said, "For now, as far as we are concerned, we have got 90 per cent of what we are looking for. We are grateful to Mr President, we want to thank our teachers for keeping faith because a lot of tantrums have been thrown in the past.
"Every other government; state, local government should key in to it and not give us excuses why it would not work. We don't want anyone to give us excuse."

The Federal Government on Wednesday blamed the price hike in the price of cement on the reduction in production volumes in the second and third quarters of 2020 caused by the COVID-19 Pandemic, End-SARs protests which disrupted production in the manufacturing plants.
The government said the development affected the volume of stock levels in the supply chain due to reduction of cash flow of major distributors and high cost of transportation.
The Permanent Secretary in the Ministry of Industry, Trade and Investment, Nasir Sani-Gwarzo gave this information in a statement on Wednesday in Abuja.
Recall, Vice President Yemi Osinbajo had last December met with Cement manufactures in Dei-Dei an outskirt of Nigeria's capital Territory to discuss solution to price increase, confirming a discount price has been agreed between the cement manufacturers and the federal government.
But speaking on the development, Sani-Gwarzo cautioned the general public against panic purchase of cement due to the recent price increase of products in some parts of the country.
He said the Ministry has been working assiduously to engage all the relevant stakeholders in the cement manufacturing sector to address the lingering situation.
The Permanent Secretary further noted that there has been a massive build-up of demand from public works contractors as they are in a hurry to meet milestones and deadlines on projects across the country.
To address the situation, he said the Minister of Industry, Trade and Investment, Adeniyi Adebayo, would be engaging with relevant stakeholders in the cement industry with a view to meeting the increased demand of the commodity.
He added, "We urge the public not to embark on panic buying and storage of the product as the current market price is temporary."
He assured the general public that government will continue to be on the alert to its responsibility of ensuring goods and services are available at reasonable prices.
He stated that the ministry will continue to monitor the situation while encouraging them to support market intelligence efforts by making relevant information available on the product.

Most of them cannot even apply the knowledge they have acquired in school to solving life problems.
The 21st Century employer doesn't necessarily pay you a salary for the certificate you possess, but for the problems you can solve.
The reality of life is that there are more employable graduates than the available jobs, and it is only graduates that can actually think beyond their certificate that would eventually find their own place in life. Mark Twain said:

Education is not just about going to school and getting a degree; *it is about widening your knowledge, thinking creatively and absorbing the truth about life.* We must see our education beyond our certificates.
Many people spend their precious years in school only to end up acquiring certificate, not education. Einstein said: *"Education is not the learning of facts, but the training of the mind to think." Have you ever heard of the creativity term, 'think outside the box?'*.
One of the major reasons why most graduates are poor is because they cannot see and think beyond their certificates. I have seen engineering graduates work as bankers.
I have seen medical doctors with great skills in web and graphic designs. I have seen lawyers that are very dexterous with finances. The list is endless!
*The basic truth of life is that the skills needed to be much sought after and become more successful in life are not really found within the walls of the classrooms.*
Your certificate is just proof that you are teachable; it does not suggest what you are totally capable of doing.
You are full of possibilities when you think beyond your degrees and certificates.
*If you remove your certificate from the picture, what are those things you can do effortlessly so well?*
You would definitely need the knowledge you have acquired in school, but they must not define your limitations. Don't allow your certificate to put a limit on what you are capable of doing.
Your education goes beyond acquiring certificate; it is your ability to solve problems. While schooling leads to confinement, education is an adventure.
While schooling makes us learn through rules and facts, education makes us learn through exposure.
I have seen many graduates being successful in areas that have nothing to do with their course of study.
*Most students are studying what they don't even like in tertiary institutions, and further placing them in industries that have nothing to do with their passion and gift is a waste of their potentials.* It doesn't make much difference what you study, *so long as you don't like it.*
I am privileged to be the Editor-in-chief of a youth magazine called Maximum Impact, and it is amazing to know that the organisation that completely handles the design and publication of the magazine is founded by a medical doctor that graduated from the University of Ibadan. *Funke Akindele-Bello and Femi Adebayo-Salami are both lawyers and they're the Stars of Nollywood Today.*

One of the most profound laws in science is the Avogadro's Law, which proposed that under controlled conditions of temperature and pressure, equal volumes of gases contain an equal number of molecules.
Amedeo Avogadro made a lasting impact in the field of Mathematics, Chemistry, and Physics and also made the city of Turin in Italy popular all over the world for his famous and legendary discovery. He later became a Professor of Physics at the University of Turin.
Unknown to many, Avogadro actually studied Law and graduated in Jurisprudence in 1792 and subsequently became a senator in the Piedmont Region of northern Italy.
He pursued his doctorate in Ecclesiastical Law and obtained his higher degree in 1796, but there was *something missing in Avogadro's life that the study of Law could not fulfill- his secret love for sciences.*
He pursued law at the insistence of *his Father, who wanted him to inherit his Law firm and empire.* But his heart was actually in the sciences.
His father, Filippo, was a magistrate and senator seriously obsessed with his own aristocratic background and felt that his son must follow his own trail. Privately, without his father's permission, Amedeo created time to pursue his heart desire in Mathematics and Physics and eventually proposed a law that changed the field of science forever.
The Avogadro's Constant (6.02 × 1023), the number of molecules in a gramme molecule or mole of any substance has become a fundamental constant of physical science and arguably the most important constant in the field of Science.
If a man that obtained a doctorate degree in Law could propose a foundational law to guide scientists, then you must also endeavor to think beyond your certificate.
Your certificate may not reveal your natural endowment and unique abilities, and that is why the list is endless of people who studied something in school, but later found out that their circle of impact is really beyond their certificates.

Most of the world's richest people today dropped out of school when they realised that their schooling was interfering with their education.
They came to a juncture in their lives when they needed to make a decision between formal education in school and self-education beyond the school walls.

Formal education would teach you how to conform to society, while *Self-Education would teach you how to get out of conformity so that you can fill your life with adventure and beauty.*
My own personal life trajectory has followed a pattern that I never anticipated. I studied Pure Chemistry at the University of Ibadan and also had my Master's in Analytical Chemistry, but today, people know me as a *Columnist in national and international tabloids.*
I am privileged to be the Editor-in-chief of a youth magazine and mentor to the youths on so many platforms.
Amazingly, I never learned all these in school; *they were the hidden passions that I developed and nurtured personally over the years.*
The skills I am using today are not reflected in my certificates.
We have to be more robust in our approach to learning and must never allow our schooling to interfere with our education.
*Graduates that don't think beyond their certificates would ultimately become endangered species in a world that needs Multi-Skilled Abilities to solve problems*.
I am reaching out to all the graduates out there: Stop attaching your frustration to government and lack of jobs. Stop attaching the reasons why you are poor to external forces.
You are poor because the skills needed for you to be rich are beyond your certificates. Acquire experiences that are beyond your certificates. Get exposures that are different from your qualifications in school. *Think beyond your certificates and your possibilities would be limitless.*
Please teach your *Children, Grand children, Wards and family members of the above principles and life will be better for all and sundry.*

President Muhammadu Buhari has accepted the immediate resignation of the Service Chiefs, and their retirement from service.
Those involved are the Chief of Defence Staff, General Abayomi Olonisakin; Chief of Army Staff, Lt-Gen. Tukur Buratai; Chief of Naval Staff, Vice Admiral Ibok Ekwe Ibas; and Chief of Air Staff, Air Marshal Sadique Abubakar.
President Buhari thanks the outgoing Service Chiefs for what he calls their "overwhelming achievements in our efforts at bringing enduring peace to our dear country," wishing them well in their future endeavours.
The new Service Chiefs are: Major-General Leo Irabor, Chief of Defence Staff; Major-General I. Attahiru, Chief of Army Staff; Rear Admiral A.Z Gambo, Chief of Naval Staff; and Air-Vice Marshal I.O Amao, Chief of Air Staff.
The President congratulates the new Service Chiefs, and urges them to be loyal and dedicated in the discharge of their responsibilities.

Below is his unedited speech.
Let me start by saying that I am Fulani (laughter). My grandfather was an Emir also fulani my uncle and guardian was also the immediate late Emir of Kano Alhaji Ado Bayero and therefore I represent all that has been talked about this afternoon. Sir Ajayi has written a book. And like all Nigerians of his generation, he has written in the language of his generation.
My grandfather was a Northerner, I am a Nigerian. The problem with this country is that in 2009, we speak in the language of 1953. Sir Olaniwun can be forgiven for the way he spoke, but I cannot forgive people of my generation speaking in that language.
Let us go into this issue because there are so many myths that are being bandied around. Before colonialism, there was nothing like Northern Nigeria, Before the Sokoto Jihad, there was nothing like the Sokoto caliphate. The man from Kano regard himself as bakane. The man from Zaria was bazazzage. The man from Katsina was bakatsine. The kingdoms were at war with each other. They were Hausas, they were Muslims, they were killing each other.
The Yoruba were Ijebu, Owo, Ijesha, Akoko, Egba. When did they become one? When did the North become one? You have the Sokoto Caliphate that brought every person from Adamawa to Sokoto and said it is one kingdom. They now said it was a Muslim North.
The Colonialists came, put that together and said it is now called the Northern Nigeria. Do you know what happened? Our grand fathers were able to transform to being Northerners. We have not been able to transform to being Nigerians. The fault is ours.
Tell me, how many governors has South West produced after Awolowo that are role models of leadership? How many governors has the East produced like Nnamdi Azikiwe that can be role models of leadership? How Many governors in the Niger Delta are role models of leadership? Tell me. There is no evidence statistically that any part of this country has produced good leaders.
You talk about Babangida and the problems of our economy. Who were the people in charge of the economy during Babangida era? Olu Falae, Kalu Idika Kalu. What state are they from in the North?
We started the banking reform; the first thing I heard was that in Urobo land, there will be a curse of the ancestors. I said they (ancestors) would not answer. They said why? I said how many factories did Ibru build in Urobo land? So, why will the ancestors of the Urobo people support her?
We talk ethnicity when it pleases us. It is hypocrisy. You said elections were rigged in 1959, Obasanjo and Maurice Iwu rigged election in 2007. Was it a Southern thing? It was not. "The problem is: everywhere in this country, there is one Hausa, Ibo, Yoruba and Itshekiri man whose concern is how to get his hands on the pile and how much he can steal.
Whether it is in the military or in the civilian government, they sit down, they eat together. In fact, the constitution says there must be a minister from every state.
So, anybody that is still preaching that the problem of Nigeria is Yoruba or Hausa or Fulani, he does not love Nigeria . The problem with Nigeria is that a group of people from each and every ethnic tribe is very selfish. The poverty that is found in Maiduguri is even worse than any poverty that you find in any part of the South.
The British came for 60 years and Sir Ajayi talked about few numbers of graduates in the North (two as at independence). What he did not say was that there was a documented policy of the British when they came that the Northerner should not be educated. It was documented. It was British colonial policy. I have the document. I have published articles on it. That if you educate the Northerner you will produce progressive Muslim intellectuals of the type we have in Egypt and India. So, do not educate them. It was documented. And you say they love us (North) more than the south.
I have spent the better part of my life to fight and Dr. (Reuben) Abati knows it. Yes, my grandfather was an Emir. Why was I in the pro-democracy movement fighting for June 12? Is (Moshood) Abiola from Kano ? Why am I a founding director of the Kudirat Initiative for Nigerian Development (KIND)?
There are good Yoruba people, good Igbo people, good Fulani people, good Nigerians and there are bad people everywhere. That is the truth. "Stop talking about dividing Nigeria because we are not the most populous country in the world. We have all the resources that make it easy to make one united great Nigeria . It is better if we are united than to divide it.
Every time you talk about division, when you restructure, do you know what will happen? In Delta Area, the people in Warri will say Agbor, you don't have oil. When was the Niger Delta constructed as a political entity? Ten years ago, the Itshekiris were fighting the Urobos. Isn't that what was happening? Now they have become Niger Delta because they have found oil. After, it will be, if you do not have oil in your village then you cannot share our resources.
There is no country in the world where resources are found in everybody's hamlet. But people have leaders and they said if you have this geography and if we are one state, then we have a responsibility for making sure that the people who belong to this country have a good nature.
So, why don't you talk about; we don't have infrastructure, we don't have education, we don't have health. We are still talking about Fulani. Is it the Fulani cattle rearer or is anybody saying there is no poverty among the Fulani?", he said.
LESSONS FROM THIS MESSAGE
Tribalism is not our problem. Tribalism and religion are artificial problems created by selfish leaders for their own personal interest.
There are only two major tribes in Nigeria. The Elites and the Masses. Once you make lots of money, you belong to the elite tribe. When you are a commoner or suffering, you belong to the tribe of the masses. If you are an elite, and you need more power, or elective position, you sow seeds of tribalism and religion among the masses, so as to sway their emotion for your personal victory. This happens at both the national and state level. Unfortunately, after the election when they have won and joined their "sworn enemies" to drink and party, the gullible masses continue to fight each other.
Even smart people who belong to the masses, sometimes will sow seeds of tribalism and religion among the masses, and then the masses will carry them up until they belong to the elite class. It is a classic strategy used over 3000 years ago in the art of war. A commoner who aspires to sit with the elites, could stir up powerful tribal or religious sentiments, such wave if properly utilized either by shedding blood or destabilizing the elites, carries the commoner to the elite class. But once there, he immediately mingles and makes peace with the elite tribe, and turn his back on the same masses that helped him get there.
Youths are the worst victim of this powerplay, they kill each other, call other tribes unprintable names, do terrible things and sometimes, even lose their life, thinking they are fighting for their right, not knowing that they are fighting for the personal welfare of someone, whose own children are probably safe in America or London.
So youths, don't hope on the government. If you don't have a job, create one. There is abject poverty in the south as well as the north, whether Ogoni or Maidugri. At the same time, there is massive wealth in Lagos, Onitsha, Nnewi, Aba, Kano, Abuja, irrespective of zone.
Whatever your hand finds to do, do it well and never remain idle. No job is too low for an idle hand, or else the devil will find work for you. As you become independent, and grow your capacity, do not lose hope in Nigeria. We are the largest economy in Africa and soon the world will fear us. Western powers, don't like big economies that threaten them, America will do anything to break China, but China is wise to resist that. China has 1.6 billion people, we have only 170 million, and we are talking of breaking.
China has 5 major religions which are Buddhism, Confucianism, Taoism, Islam and Christianity. Nigeria has only 2 major religions, Christianity and Islam. Yet we claim that religion is our problem.
America, the strongest economy is comprised of every tribe in the world, since they accept anybody from any part of the world. Yet they are united and extremely patriotic. Nigeria has only 3 major tribes, and we claim tribalism.
Think clearly and deeply, and you will realize that empowering yourself is the best course of action, not fighting each other. And once the youths are empowered, they can begin to take back their future from the hands of the old and corrupt generation that has been blinding Nigerians with hatred, while looting all her resources. Sani Abacha's loot is still stashed away in Switzerland, did he use it to develop the north? Those that stole billions under GEJ stashed it away in foreign banks, bought expensive toys, jets and foreign homes, are they using it to develop the south? Now the ones stealing currently, including the "grasscutters", are looking for Ikoyi apartments, abandoned houses, and pit toilets to hide it, are they using it for the youths in their tribe? NO!
Youths shine your eyes ! Don't always fall for this tribal, religious sentiments over and over again. Nigeria is bigger than these corrupt elites. They are the problem, not the poor masses.

The Bauchi State Executive Council just approved the renaming of Bauchi State University, Gadau to Sa'adu Zungur University. The gazetting will soon take place.
This is done to immortalize the name of late Malam Saadu Zungur (1915-1958), a Bauchi indigene that was among the leaders that fought for our independence, the mentor of Malam Aminu Kano, a one time secretary of NCNC, a political activist whose progressive ideas shaped the Northern political culture to date. He was a great Hausa poet and social critic.
Alhamdulillah, His Excellency and the Executive Council have helped the Ministry see the dream promise it made to the representatives of the family of Malam Mu'azu when they came praying for his befitting immortalization become real. His Excellency, the Governor, Senator Bala Abdulkadir Mohammed, is particularly happy with the idea. We thank him immensely.
This is a great day in the history of education in Bauchi State.

Usmanu Danfodiyo University, Sokoto popularly known as the most peaceful university in Nigeria had gotten a full approval of six new undergraduate and ten postgraduate programmes.
This new development was contained in an information referenced NUC/AP/F12/VOL.1/54 and directed to the University's management to the Vice Chancellor by the Nigerian universities' regulatory agency, NUC (National University Commission) on Wednesday 10th February, 2020.
The circular appears thus: "I am directed to inform the Vice-Chancellor that the Executive Secretary has considered and approved the establishment of the full-time mode of the following undergraduate and postgraduate programmes, to be run in the Main Campus of the University, effective 2020/2021 academic session:

If Nigeria has so much oil, why are they so poor?
Nigeria is the top oil and gas producer in Africa. The World Bank states that the oil-rich country is one of the world's fastest developing countries and Africa's biggest economy. The petroleum industry in Nigeria is booming, with an overall increase in oil export; amounting to 98% of the economical wealth of the country.
Yet, extreme poverty is still incredibly rampant. Actually, no… Not just rampant, it's institutional.
Nigeria has approximately 87 million people living in extreme poverty. That's 87 out of the 180 million populating the country.
It's paradoxically inconcievable how wealth and poverty have a stark contrast.
Poor resource and wealth distribution and management, political instability, greed and incompetence, corruption and economic inequalities are the prime source of poverty and famine in Nigeria.
Global Citizen reports that 80% of the energy revenue is only benefiting 1% of the population. This statistic speaks for itself.
Besides oil, Nigeria also has a large market in livestock, food and agricultural production.
Essentially, Nigeria; as a nation has a lot of potential and is clearly developing and growing exponentially according to their economics.
However until there is a political and economical overhaul to monitor and eliminate the disparities, it will always be a country whose people will suffer at the hands of their leaders.

Organized labour in Bauchi state has issued a twenty one day ultimatum to the state government to resolve all pending issues of payment of salaries and pension or face indefinite strike.
The State Chairman of the Nigerian Labour Congress, Comrade Danjuma Saleh announced this in an interview with newsmen on the position of the organized labour in the state.
The Chairman said NLC and TUC recently conducted joint meeting where they called on the state government to urgently resolve all the pending issues which has for long been witnessing continues problems of omission and staggered payments.
He said the organized labour expressed displeasure and lost of confidence on the continues retention of the services of Dynatech consultants which the labour described as the main source of the problem in the salaries and pensions administration.
Comrade Danjuma Saleh also called on the state government to conclude the implementation of the consequential adjustment of salary of officers on grade level seven within the twenty one days ultimatum.
He said during meeting agreed that all issues of deductions pertaining to contributory health scheme and contributory pensions will only be considered by the organised labour after the implementation of the consequential adjustment and stabilization of monthly payment of salaries and pensions.
Comrade Danjuma Saleh therefore urged the state government to urgently consider resolving the issues once and for all in the spirit of existing cordial relations between the labour and the state government.

One day, I was on a business trip to Bauchi and a friend asked me to make out a time and inspect a facility that will blow my mind. He took me to Bauchi Meat Products Company Limited. This facility has installed capacity to process over 1500 cows per day into different products. The bone marrow extraction unit has capacity to supply the pharmaceutical industry with critical raw material for syrups production, the hides and skin section can feed the leather industry while the pooh -pooh can be converted to organic fertiliser. Interestingly, the facility can manufacture corn beef.It was such a mind blowing facility. This facility has 7300 hectares of Galambi Cattle Ranch attached to it. I was moved by what I saw and that was my motivation to put together a consortium led by a Zimbabwean company that has made fortune in meat processing. My little firm accepted to be the project sponsor and bankrolled all the pre project development expenses required to make a compelling business case. To take care of the political angle, I got on board a very prominent son of Bauchi who was a close friend of M.A Abubakar ( the then Governor). I learnt both men were commissioners under a certain administration in Bauchi and we thought we had nailed the project. After putting together a compelling business case having spent handsomely to get the best consultants to work with us, the real work of endless meetings started. I was paying for our technical partners to fly in from Zimbabwe whenever meetings were scheduled and trust me, politicians and government officials know how to take you on merry-go-round. My team met with every single government official that mattered in the state starting with a meeting with the Governor who assured us of his support. We thought the government was serious when they subjected the concessioning process to public procurement protocol and called for other companies to bid for the facility. After this exercise, the folks at Ministry of Commerce confided in us that our consortium won the bid and recommendation was made to the Governor to formally award the concession to the winning consortium. That was the last we had. Time will not permit me to tell you all that transpired which taught me a big lesson that we are not serious as a people to advance the cause of this country. To put it in perspective, our business case was predicated on the Concessionaire providing all the capital required to reactivate the facility. Apart from the Management team to be deployed from Zimbabwe and perhaps the Finance Director who can be appointed by the sponsor, every other manpower required to operate this facility would be sourced locally. The multiplier effect on the economy of Bauchi is better imagined. The Zimbabweans designed an out-growers program to support local breeders to breed to our specifications while mid-term strategy to reactivate the Galambi Cattle Ranch was part of the plan. We had in-principle off-takers agreement from a firm based in the middle east to buy the organic meat which won't even be sufficient to meet local demand. That gives you an idea of the opportunities inherent in this project. Not many people know that Bauchi has one of the best airports in Nigeria but such critical infrastructure is only serviced by the Governor's chartered jet. We wanted to use the project to keep the airport busy through evacuation of meat products to the middle east to service the off takers. The multi million dollar question which the Zimbabweans keep posing and which I don't have answer to is: why didn't the government concession the facility to us or any other concessionaire that bidded for the facility considering that the project was at no cost to the government? why would that facility still be lying fallow till date? Bauchi is not great in internally generated revenue. This project could have added great value to the state in this regardsThe history of that facility is fascinating. I was told the Premier of Northern Nigeria in the 60s was on an official trip to Botswana and saw this facility and replicated it upon return from the trip. So, this gives you an idea of the age of this facility. However, when the Zimbabwean technical partners did an audit of the facility, they recommended that we retain over 90% of the equipments which are still in top shape with minor automation of some parts to bring it to modern taste. This goes to show you the kind of "leaders" we have now. It was based on this personal experience that I saw the insincerity of Government 's RUGA project and other associated programmes. Our Northern brothers know that no modern nation can rear cattle under this condition. So, I am constrained to conclude that this Fulani herdsmen crisis is more political than economic.When I remember how much I lost in the cause of pursuing this project, I am tempted to give up on Nigeria. I only met one reasonable person in the cause of pursuing this project- Dr. Alqassin Ibrahim who was the MD/CEO of this moribund facility. He pushed with every pint of blood in his system when he saw how committed I was to pull the deal through. I remember presenting a gift to him when he married either his second or third wife and he vehemently rejected the gift. He said he doesn't want it to appear that my gift is a influence on him. He was irrevocably committed to achieving the concessionig of this facility. Mates, it will shock you that this moribund facility had a CEO, Finance Director, Legal Director etc who reported on duty in the most embarrassingly dilapidated office i have ever seen and draw salary every month. The case of Nigerian refineries not working and still spending billions in running cost. What an irony called Nigeria?My two cents is that we have what it takes to turnaround Nigeria. We just need the political will to do the right thing. I am willing and ready to contribute my little quota through entrepreneurship to add value to Nigeria anytime. But sometimes, I ask whether it is worth it dying for Nigeria. May God save us from kleptocratic and wicked leaders.
